VISION ZERO & SAFE STREETS
AND ROADS FOR ALL GRANTS
The Illinois Department of Transportation is the lead agency in working with local communities and agencies to create Comprehensive Safety Action Plans as part of the Safe Streets and Roads for All (SS4A) federal grant program, which is administered by the U.S. Department of Transportation.
Roadway deaths across the nation have continued to increase. There were just under 33,000 traffic-related fatalities in 2010, and that number increased to more than 40,000 in 2023. At the same time, between 2012 and 2021, there was a 27% increase in traffic fatalities, as well as a 53% increase in pedestrian fatalities.
This trend is unacceptable.
The federal SS4A grant program supports prioritized local safety initiatives by funding regional, local and Tribal initiatives through grants to prevent roadway deaths and serious injuries. The SS4A program supports the U.S. Department of Transportation’s National Roadway Safety Strategy and exists with a goal of zero roadway deaths using a Safe System Approach.
The Safe System Approach aims to eliminate fatal & serious injuries for all road users and was created to provide a holistic view of the road system that first anticipates human mistakes, and then keeps potential impacts at tolerable levels.

Two types of grants,
1) Planning and Demonstration
Grants, and
2) Implementation Grants
To apply for a SS4A Implementation Grant (Summer of 2025), a CSAP must be completed.
As part of the CSAP requirements,
a planning
structure-safety committee comprised
of multi-disciplinary community leaders
is required.
